TALLAHASSE, FL—Lonny Powell, CEO of the Florida Thoroughbred Breeders’ and Owners’ Association, issued the following statement in response to today’s legislative activity concerning decoupling. The Senate Appropriations Committee on Agriculture, Environment and General Government temporarily postponed SB 408, while the House Commerce Committee advanced HB 1467 with amended language addressing the issue.

“Today’s postponement of SB 408 indicates a Senate commitment to thoughtful consideration of how decoupling would impact our beloved Thoroughbred legacy and the thousands of Floridians who have dedicated their lives and livelihoods to this beautiful animal and sport. We appreciate the Senate’s thoughtful approach. 

“In contrast, the House Commerce Committee’s approval of HB 1467 is nothing short of an assault on our industry, driven by foreign interests. The eleventh-hour amendment that sustains toxic decoupling language attempts to circumvent the potential absence of a Senate companion bill. The measure threatens to decimate Florida’s homegrown Thoroughbred industry — an industry that generates more than $3 billion annually and sustains tens of thousands of jobs across rural communities.

“Decoupling would set an alarming precedent, ignoring the clear and passionate voices of Florida farmers, breeders, owners and small businesses. The growing opposition to the legislation shows that our message resonates, and we’re not backing down.

“We urge lawmakers to stand with Florida families. Reject decoupling. Reject the unravelling of rural investment and agricultural growth.”
